The article examines the role of public administration as a key determinant of national resilience in the context of a rapidly changing geopolitical environment. The analysis focuses on contemporary security challenges such as armed conflicts, hybrid threats, cyber risks, energy insecurity, and disinformation campaigns. A conceptual framework is developed, linking public administration capacity with national resilience and security. The study highlights the increasing importance of institutional coordination, crisis management capacity, digital transformation, and strategic communication. The findings confirm that public administration is not only an implementing mechanism of state policies but also a central pillar of resilience and national security in conditions of systemic uncertainty.
